Likely written before the Babylonians conquered the Kingdom of Judah (the southern kingdom).

 

“…Habakkuk contends that YHWH raises the Babylonians as a threat to Judah for the purpose of punishment but that the Babylonians will ultimately fall because they have acted unjustly in carrying out YHWH’s purpose.”  Sweeney p. 453, 454

While it is not always clear by context who the “wicked” are, and scholars disagree amongst themselves, Sweeney holds that the “wicked” are the Babylonians.

A key problem for the prophet to explain then – why does the LORD use the wicked or favor them against His own people?

Habakkuk was probably based in Jerusalem, perhaps even functioning as a court or temple prophet.

 

Chapter 3 almost certainly circulated separately from the first 2 chapters, when it was attached is not determinable.
